With patch 3.0.2, spell hit is capped at 100%; with enough spell hit, it is possible to reach a state where it is impossible for your spells to miss.

17% | +446 Hit Rating
16% | +420 Hit Rating
15% | +394 Hit Rating
14% | +368 Hit Rating (+3% Talent)
13% | +342 Hit Rating
12% | +315 Hit Rating
11% | +289 Hit Rating (+6% Talent or +3% Talent, +3% SPriest)
10% | +263 Hit Rating
09% | +237 Hit Rating
08% | +210 Hit Rating (+6% Talent, +3% SPriest)
07% | +184 Hit Rating
06% | +158 Hit Rating


Raid Bonuses

Fuck Draenei's Heroic Presence (http://www.wowhead.com/?spell=28878). Alliance has +1% hit over horde.

So, as a personal goal I should try to obtain 11% hit then?

11% self + 3% talents + 3% spriests.

As a rule of thumb, yes, 11% base with 3% talents is a good margin. Should clear your misses in raids and heroic bosses (lvl 82)

I would not rely on spriests but because elemental precision adds 6%+ hit the spriest number is correct for mages if you do not rely on Spriest.
